She Came From The Sea

Lady Everly, the imperial consort, ordered the slaughter of the fish spirits, and only Amelia survived. Disguised as a eunuch, Amelia slipped into the palace, caught the emperor Callum's eye at his bath, and rose to become a consort herself. She twisted the witchcraft case to her own ends, left Everly disfigured, and she used the royal sage to expose the truth that Everly had borne a fish monster. After Everly was shut away in the ruined hall, Amelia revealed her true form on a stormy night, settled the blood debt, and Callum struck Everly down. But when Amelia learned that Callum himself had truly ordered the massacre, she surrendered her energy core and cursed him into the shape of a fish, bound to endless captivity.
